Many Great Lakes lighthouses had raised catwalks so that keepers could walk above the giant drifts of snow, ice, and sand that form many feet high on the piers during the winter. (See Lighthouse on Winter Night for an example.) This is the same catwalk as in Lighthouse on Winter Night, but further back on shore where it begins. The “dunes” in the background are actually accumulated snow, ice, and sand over the water; they are not on solid ground.
